In Greek, "oligo" means "few" or "scanty". "Oligare" looks like a Latinization of the Greek word, but I am not certain. A number of English words come from this root, such as ...

oligarchy - government by a few

oligophagous - feeding on just a few items

oligopoly - a market condition with only a few buyers

It's not a Swedish word.
It sort of could be, adding an R at the beginning would make it mean "funnier". Adding an S at the beginning would make it "sunnier". It's the closest I can get. Are you sure it's spelt that way?
If you are, it's probably Latin, and then I can't help you.

It isn't Latin - your best bet is Greek, but the spelling is off.
