it means he took between 80 to 89 strokes to complete 18 holes of golf....it also means he cheated to do it if he's taking a lot of mulligans...he probably couldn't break 100 without them(mulligans).

This refers to the number of shots taken by the player to complete the 18 holes of a standard golfcourse. As most courses have a par [the average rating of the course] of about 72 this means the player took about 10 -17 shots more to complete the course. Not a bad result "off the stick". It would depend on his handicap as to what his net score was. ie:actual strokes less handicap equals net score.

say you played a round (18 holes) of golf and it took you 82 strokes to complete the course. You would have then shot "In the eighties." When people say that they are talking about the number of strokes it took them to finish.
