Here's the thing. I've been doing a friends with benefits thing for a little over a year now. At first, it was good. But now, all that matters is that he gets off, and he doesn't really seem to care if I get off or not. How the heck do I go about telling him this without sounding like a needy, whiny, *****?

First of all, cool for bringing some extra pleasure into the world. I'm sure a lot of these answers will be very judgemental.
Now for your question, the purpose of your situation is for both of you to enjoy yourselves, if he isn't providing you with satisfaction either tell him that staight up or cut him off and find a new friend. It's just a friendship so don't feel like you need to be sensitive to keeping a relationship.

Where's the "benefit" for you? Tell him to take care of business or you'll find someone else who can. Nothing needy or whiny about that.

tell him the benefits are suppose to be for both of you, if a man can't make it worth my time I won't do it again

tell him either get his weight up or give him up he not a friend with benefits if he doesnt benefit you. your just getting used.

just come out and tell him, if he is a true friend he will listen and learn and comply simple as that
