There is no way to get it. Illegal. If there was an accident the police department will forward information to your insurance company or it will be on an accident report. Even the DMV will not release an address or phone number to you, generally they will not tell you the owners name. Thank the government for their privacy act.

You need someone to run the number for you. Either a sympathetic person at DMV or if you were hit try filing an auto claim under your medical portion of your insurance as you were hit by another car. The insurance company will be able to look it up and try to get them to pay for it that way.
