Hey! Looking at you avatar, I'm assuming you are african-american. I am too and I had a smilar problem. Our hair sometimes is course which causes a bump to form when the hair reaches the surface or is prematurely or abruptly shaved off.
I started using Nair, it works great. They have a new formula that doesnt smell as bad and it has cocoa butter (which us black folks love) in it. It removed the hair from the root, which solves the bump problem. They even have nair just for the bikini line. (I prefer the regular nair)
If you'd rather shave, then try 'Bikini Zone'... it also works great! Look in the isle where Nair is sold, you will see a number of products that work just for bumps.

I use a moisturizing body wash to shave my legs in the shower (Wash them with it, rinse, shave, rinse again).
Ever since I started using that, I no longer get razor bumps. My legs always got irritated after using soap, removal cream, etc. I have dry skin there so that may be why.
When I got razor bumps, I would put cornstarch (baby powder) on them. It helps soothe them and cover them a bit from irritation (though not completely).

Prevention is always better than cure!! Either way your best bet is exfoliating.
Exfoliate with a dry exfoliating glove or loofer before shaving and you will always have great smooth results.
Exfoliating now will also help to rectify the current situation. Good Luck!!

You should probably consult a dermatologist about having laser hair removal. This will prevent hairs from growing in those problem areas and is worth the investment.

Get a loofah, then when you take a bath let warn water run through your legs and after a few minutes scrub them with the loofah for another fwe minutes, or get a good exfoliant. That works for me.

Exfoliate, and moisturize. Try the scrubby textured gloves. You can find them at most beauty supply stores, ask the person who works there.

Give it time. Or try shaving with a lotion for sensitive skin. Also, check to see if your blade is bad. Maybe you just need a replacement.
