Yes, you can install a new tub/shower surround over existing tiles, if they are well attached to the wallboard. You should thoroughly wash and dry the tiles to make sure you have all possible soap scum removed, then get a vibrating palm sander and go over the tiles to remove the glaze and allow the surround adhesive a good base to grab hold of. Done it many times. Just make sure to use plenty of adhesive.

yes you could, but why? to save money? thats really not the cheap way out. once water gets behind that panel it will begin to loosen the adhesive and it will breakdown thus resulting in failure and it could just fall off the wall. I'd much rather see you remove the tile, install green board and then install the tub kit.

Yes. As long as the suface is clean & sound it will work.

I must add that it also needs to be even (No holes etc)
