yes your governor valve is stuck ... on the drivers side of the transmission you will see a round cover about the size of a large orange near the tailshaft take it of by tapping it at the base with a screwdriver then you will see the governor, slide it out and clean it before you put it back, also i would reccomend changing your transmission fluid because thats what caused this to happen when the fluid gets old or to hot it creates a varnish and starts to freeze up the parts inside.... good luck you can email me if you need more help with this

I don't know about this one, but the older transmissions used to go into first (and second) manually, just by putting the gearshift handle into the lowest "drive "position!

I agree with the "removing part" (and probably replacing it, - if it doesn't "snap out of it" immediately after putting it back in place!And the transmission will "goo" things up if it gets execssively dirty (& full of ground up "clutch parts").

If this vehicle is original ,like the way it came from the factory it has a 4L60-E electronic trans .meaning no governor or modulator or cable .First thing to ck is power to trans plug in conn.if that's ok you probably need to have it diagnosed by trans shop
