that's an interesting question!!!
I knew some legends about building the Great Wall in Qin dynasty, they just buried the deceased workers into the wall. But that was like happened in the year 221BC. and the last largest renovation of the Great wall was in Ming Dynasty (1368-1644). And there wasn't any information about your question, so we can only guess ... ...

when I watched something on the Great wall on the discovery China, they had no evidence of workers being buried in the wall. They had found grave sites along the side of the wall. With how the wall was made, they would not want to bury people in it. If you are tamping earth down, and there is a body in it, the body decomposes, and all of a sudden you have a hole in the middle of the structure. Would not be a good idea for stability!

I have lived in China for three years and have been to the Great Wall. I have never heard of this. It seems unlikely since it is only about 15-30 feet high depending on the terrain. Why would anyone want to bury a person in the Great Wall?

Sure, when the workers died they just threw their bodies into the wall, it was easier and faster than burying them.....
