To catch the picture of Sylvie you must have a camera from the Electronic Store in your inventory. At Sylvane Lake, whenever you click on Sylvie for the prize, as long as you have the camera in the inventory, you are able to get a picture for the dojo.

Before you try to capture sylvie make sure you have a camera from the Home Electronics Superstore (or from a Yard Sale). Do not put the camera in your house - leave it in your queue.
As for spotting Sylvie, the only things I can tell you are these:
1. She is out for 1 hour between 7am and 12pm EST every day.
2. She's out again 5 hours after the initial appearance (between 12pm and 5pm).
3. She's also out for 1 hour every evening but that seems to be random - there doesn't seem to be a time pattern for that.
4. When she's out she's always out for an entire hour and it always starts on the 00. So she's not out from 8:11 EST to 9:11 EST, it's always 8:00 EST to 9:00 EST (for example)
