It depends on heredity, age, the amount of testosterone in your blood, etc.
Some males grow little hair on their faces... look at Native Americans. If your father was hairy, and the males in your mother's family too, then it is likely that you shall be as well.
How old are you? Has your voice changed yet? If you're a younger teen, then things are OK. If you're an older teen, then if you would have a hairy face, this should have started happening.
If you're worried about it, you might want to have a check-up done, and they could do a blood test to look for the amount of testosterone in your blood. It may be that the testes are not producing enough of this hormone and you might need to suplement it.

everyone has little tiny hairs on their faces, so if you shave the parts that you want to grow, then the hairs will grow and you can have hair on your face! :)
