It's not wrong to have sexual thoughts and dreams about anything - there are no thought police, and your fantasies cannot hurt anyone. It would only be a problem if you tried to do it in real life, and it would depend on the severity of the retardation as to what the consequences might be. Read "Tim" by Collen McCullough, or watch the movie starring Mel Gibson sometime.
When I was a teenager, my mother worked at a school for the mentally challenged and I often helped out there. I got a crush on an amazingly cute and sweet guy around my own age who was a student; he didn't seem retarded, and maybe he had another condition such as autism or something. I would imagine his intellect was only slightly impaired (if at all), as my mother saw him recently, and he works in a garage and has a wife and family now. Looking back, it probably would have been okay to date him, I mean his wife isn't in jail, is she?
So I don't think it is so weird. It really depends on the person - my mother's brother has Down's syndrome and is mentally like an eight year old - I would be horrified if someone tried to form a sexual relationship with him.

I'll try to answer this question based on personal experience and then that of somebody else. The thing with any sexual fantasy is that you eventually want to do it in real life and will do anything to make it happen. And in your fantasies, everything happens the way you decide it will happen. Me? I have fantasies about having oral sex with a threesome. Whether it will ever happen or not, I don't know.
Now on the other hand, a friend of mine has a handicapped sister. Her sister is in her mid 40's and I didn't get the entire story but what I gathered was that a male employee that worked at the handicapped center forced himself onto this handicapped sister. In forcing himself, he made her suck his b0ner. When it was found out, he was immediately removed from the center and given several years in jail.
From that you can conclude that society views sex with handicapped people as morally wrong. And in certain societies, it would seem morally okay for me to have oral sex with a threesome. The defining issue is whether the partners have the IQ high enough to know whether or not they are consenting to the sexual encounter. If they know what they are doing when they consent, then they can't be charged for it. But in the case of my friend's sister, the man was charged with having sex with a underage child simply because her IQ was that of a 4 year old.
