Yahoo as a private company owns the boards, chat rooms and the answers boards. They can make whatever rules they want.

Remember all freedoms come with responsibility. You can't yell "Fire" in a crowded room causing people to get trampled to death and then expect not to be held liable when it's discovered you were lying. Look at Hugo Chavez he said some bad things about the US and now 7 Eleven says "Well we're not going to do business with him." when people complained about 7 Eleven carrying Citgo gas.

I have seen sexual questions asked in the dating rooms just make sure you post in the proper areas after all you wouldn't ask about gay bondage in the Christianity room and not expect people to just say "Hi diddly hum.". They're going to complain to Yahoo and Yahoo is within it's rights to delete those posts and you agreed with Yahoo when you accepted the Terms of Service.

no yahoo is a private company, not the government yahoo-as a private company can remove what ever it wants for whatever reason it wants, if they think a pervert should not be allowed to post his perverse questions thats their deal. communist would be china with its state internet, im sure if you look you can find plenty of sites that will not monitor their content
