I admit to not knowing too much, but why is N. Korea testing with the few nuclear bombs they have, and why don't they just use the Nuclear Bombs they have on actual victims?

They bother because nuclear weapons only serve a purpose as a deterrent.

As is, North Korea is an international outcast. Because they have chosen a path of aggresive, militaristic isolationism, they have poor economic ties with other countries and few attractive investment opportunities. Because of their poor leadership, they believe that the only way they can start to attain either of these two things is by the threat of military force. The reason they test nuclear weapons is to try to prove that they can, and hope that we'll believe they're crazy enough to use them on military or civilian targets.

Now, I'm not willing to bet people's lives that they're not, but that's the strong likelihood. Nuclear weapons only hold any bargaining power for them as a threat. The US (and more importantly China and Japan) will not hesitate to glass them over if they actually fire a nuclear weapon at a genuine target. What gives them bargaining leverage is that no one wants to see the kind of massive bloodshed, and potentially catacylsmic aftermath of a nuclear conflict. It's something that practically every sane nation will avoid at all costs, and one of those costs is actually lending the psychopathic leaders of North Korea a forum for their grievances. What the North Koreans don't understand is that they would actually get much further by dismantling their program and expressing a desire to modernize, democratize, and join the civilized world. Pray that a change of leadership occurs that will allow for that.

If N. Korea actually used it's nuclear bombs on some victims: let's say South Korea or Japan the US would nuke them back to the stone age and there wouldn't be anymore N. Korea. That's why they haven't used them on any victims.

By testing the nuclear devices, they are threatening other nations with the destructive power which they now control. Much easier than dropping a bomb, and having the remainder of the world tell you what a bad person you are.

Who should they attack?? The south koreans. It would ruin the whole penensula. South Korea is the most fertile area. He wants it, not to destroy it. Japan would cause an immediate backlash. He wouldn't have the range to hit the US. I think it is more of a case that he resents the US, who have more bombs than anyone, telling him he can't have any.

It's because the only guys around Korea are really good friends or enemies with friends that have nukes. Kim has this obsession of trying to make other people do what he wants. It's not an obsession to get himself killed.

That will spark an outcry like nobody has seen in quite some time. Any Nation is aware of that. Using them will only guarantee being attacked by everyone.

because even though they posses the bomb they do not have a delivery system to shoot it at someone

actually i was hoping they made a mistake and the bomb would yield about 200,000 megatons.
Couldn't get that lucky.
