It means you do not have the use of your arms and legs, usually due to paralysis.

Some one who has no feeling from the neck down, but the body still ticks over heart beats normally breathing ect.

a quadriplegic, as you put it, is an individual who has no use of all four of his/her extremities (arms and legs). Hence the term "quad"
