do all the foreign are forced to study at least one semester at the current school before transfer to new school? does school have the premit to force student stay if student wants to transfer to the other school?

isn't unfair for the student who want to have better education but the school won't allowed~~ what kind of rule is that? when the school can't provide enough for the student and won't allow for transfer...

well, if i did know the school is so bad i will never enter the state, but since i m here, i will try my best to solve the problem not to look back and blame myself.....

Hey Ryan,

No, you don't have to; as far the another school issues you a new I-20, you are free to study wherever you want. Your current school has no right to deny you the transfer and I don't think they will, but the new school might not admit you if you haven't taken a certain amount of transferable credit units (if you are transfering). You don't have to apply for a new visa either. The F-1 visa is for traveling purposes only.

It depends on the agreement the student makes with the institution. Also, keep in mind that if the student transfers the student will need to apply for a NEW VISA.

If the school is so bad, why did you apply to that school? Why did you not originally apply to the school to which you want to transfer? It would have saved you this problem.
