It depends on the type of vinegar. It is usually a fruit or vegitable juice that is aged beyond alchoholic fermentation. For example aged apple cider if left in a cellar long enough will turn into apple cider vinegar. The names kind of give away what it originally was, (Red Wine, whit wine, balsamic, apple cider, ect...) if you want to make your own go here http://home.chattanooga.net/~cdp/vinegar/vinegar.htm
