first of all making a back up copy is not illegal currently it was for short time but that suit be lost so it is again perfectly legal to make a back up at least till the movie industry can make a new encryption type.
There several good company's out there who make commercial DVD copier such as 1 click copy for 60 dollars or you can go the slightly harder method of decrypting shrink then burning I linked a quick guide how do that also a god web site for information on converting to other formats.
I personally convert all my moves and TV series to Divx which both my living room and bedroom DVD players can read but i can get 5 moves on a DVD in good quality
Note while Nero is an excellent burn software it can not decrypt the css encryption on a DVD so do not use on a protect DVD IE almost all of them

DVDfab Express, Is a good decryptor and the one button operation is easy to use and and the program is constantly updated. Free
DVD decryptor is a little more complicated but offers alot more information about what it's doing at the time. it's also free.
ImgBurn can write most types of CD / DVD images and it supports all the latest writers. You can even use ImgBurn to erase / format your rewritable media! ImgBurn can be found along side DVD decrypter and it's free.
DeepBurner Free, although being free, has limitations, it wont burn DVD format videos but will burn Data DVDs so you could burn MPGs. You can make photo albums and audio CDs
DVD shrink is free but is outdated and doesn't work on the newer ARccOS or Arc Cosine protected DVDs. But if you use DVDfab to make a copy to your harddrive, you can then use DVD shrink to compress it to fit on a standard size DVD.
Nero Burning Rom is good for burning the files to a DVD but it won't decrypt DVDs or compress them. Also is not free.
Clone DVD isn't free and doesn't decrypt, it will compress the video to fit a standard DVD. You can even remove sections of the DVD you don't want while still preserving the menus. But you still need a program to decrypt the DVD first.
AnyDVD is nice, it sits in the background and decrypts while sitting in the system tray so any dvd copying software will work even Nero. But it's not free
