In answer to your jumbled question: one can certainly hope so.
A person is rarely caught the first time they steal by shoplifting. Big prize or little, a thief is still a thief.

To my mind (and to the minds of some who have already commented here), there are others far more deserving for NOT having thieved who should stand in citizenship line before your petty crook.
