For the UK

If there are no signs indicating otherwise, and you are in a built up area, then the limit is 30. If you are unsure if it's 30 look up any side street that you pass, if there are no signs there saying 30, then you are already in a 30 limit. If it does say 30 then you are in a higher limit area so look out for the signs. If you are ever unsure, it's always best to slow down till you can confirm what the limit is...

(streetlights are found in 40 limit areas as well as 30)

Is that a trick question? Built up areas always have a 30 limit unless it says otherwise. Sometimes it's better to go slower than 30, use your judgment and remember 30 is the MAXIMUM, not minimum!

my driving instructor always told me that if I was in a built up area with street lamps I should always assume that the speed limit is 30 mph. If the limit is e.g. 20 or 40 there should always be signs telling you so you won't get caught out.

Street lights usually mean that there is a 30 mph speed limit unless there are signs showing another limit.

Why is it different in Newcastle? Last time was there, 30mph in built up areas except in areas where it specifically said 20mph ... like the rest of the country!

I think that once you reach a built up area they are a standard 30mph limit, unless its signposted that its a 20mph, so in my opinion, once you drive into a built up area its safer to just reduce your speed to 30mph. Hope that helps.
