You cannot spot burn fat, this means that fat when burned will burn off the whole body not in one area.
Are the exercises you are doing resistance for the upper body? If this is the case then the size of the upper body is probably muscle. Muscle weighs more than fat and can look bulky. It develps whne you use resitance (weights, rowing etc).
If this is the case then try an alternative exercise.
Otherwise you may be naturally storing fat, for example women store fat in the breats and hips more.

Yes, I have the classic apple a.k.a. tweety-bird shape.
The only way around it is through exercise. I find using weights and yoga moves to strengthen my legs and firm the butt have really helped over the years.Light weights with plenty of reps to firm my upper half. Exercises that work the core are great for this body type, too. Plenty of cardio to burn calories, too.

If instead of doing only aerobic exercises, you do the right strengthening exercises on your lower body, you'll add muscle mass on your bottom.
