In order to be your brother in law he would have to be married to your sister.If your sister is divorced from him he is no longer your brother in law so his wife is no relation what so ever to you.

Her name. She has no relation to you . If this is your wifes brother's wife. Other wise it would be your sister, however this would be obvious and you wouldnt need to ask anyone.
