I am a distant relative to the Congressman who got it passed on a national level.

From what I understand, it was due to the fact that most people had rotary phones back then. People used to dial "0" and get the operator to send a fire truck, etc (not good). This way people dialed "9". However, just because you dialed "9" didn't mean anything (could be dialing a local number!), so they added the quickest 2 digits you could dial on a rotary phone... "1" and "1".

Contrary to the second post, the Congressman usually mentioned with 911 is my distant relative, Ed Roush from Huntington, Indiana (later defeated for his seat by Dan Quayle).
