You cannot "turn off" a program on a computer.

You can abort it once it is running or uninstall it.

Here are the steps to uninstall it, right from Microsoft's website. I've tried this before - be forewarned - be prepared to spend you weekend working on your computer once you go down this path. I'm assuming that you know you won't be able to get on the internet without an alternate web browser.

There is a way to disable internet explorer. Go to the page where you would uninstall a program. Off to the left side of the screen you will see an option that says "Turn windows features on or off." On my computer there is a folder with a check box beside it that says internet explorer 11. Unselect that box. All of you above are idiots and shouldn t even try to give computer advice.

All you have to do is click the big red X up on the right and then never click on the big blue e, wherever it may be.

Before that, get some other browser, such as Firefox, install it, and set it to be your default browser, which is done either during the installation or later by clicking on Tools, General Tab. Then IE will never show up, even when you save web pages to the hard drive - Firefox will instead.

Well you can completely remove IE8 if you wish, you would have to go brute force on this by mounting the offline registry file is a pre-boot OS, then you have to remove all trace of IE from said registry mounting, while making sure not to break anything in the process...I'll save you the details and say that if you don't know computers and you don't know the answer to your question, you probably shouldn't be looking into doing this. Who is "U" I have no problems with IE8 on my W7 PC. If you are using other browsers and you are 10000000000...% certain ieExplorer.exe is not a running process, yet you still get pop-ups that use the ieExplorer.exe process, then I am going to say you do have a rogue plug-in/malware installed that is causing the headaches. I would assume that when you say you did a scan that you went the route most people on this do and ran your sh*t tastic AVG with some other sh*t tastic program and taking their word that you are clean. If this assumption is correct, then I would advise you to take your computer to your local PC repair shop to have them run better software in a pre-boot OS and have them give you a better diagnosis. Even if you have no VISPY issue, they will be able to better help you with your issue.

you don't need o turn off IE, you can simply use another browser, like Firefox.
Firefox is a free browser and is way too better than IE, you have to try it, and be sure, you won't regret it.

if you are ready to use it, you can go to this site:
http://www.mozilla.com/
the download link is just right there, it's nearly 5MB.

after you have downloaded and installed it, and running it for the first time, make it your default browser.(it asks you to do so itself)
you can change the appearance of Firefox by going to
Tools -> Themes
and then clicking on "Get More Themes" in the bottom right of the window.
even you can add extensions to this browser by going to
Tools -> Extensions
and then clicking on "Get More Extension's" in the bottom right of the window.

you even have the ability of Tab Browsing which is very cool.

The only way to turn it off is to close it. There are other ways to access the internet like foxfire or one of those. I'm not familiar with them but you can do a search for "accessing internet." Unless you have other access, if you close IE or uninstall it then you won't be able to surf the internet.

Hope that helps.

Use another browser like mozilla firefox or some other browser that you like & then set it as your default browser in your settings. Then just don't use your ie. Keep it because you may want to switch back & forth to it sometimes.'

The Yahoo tool bar has a good pop up blocker. In fact it is so good it even blocks sites you do want. But you can choose to allow the sites you want to open.

You can't just disable it in "set programs access and defults" in the add remove programs window.
