Baggy eyes look heavy and puffy. Dark circles are more darker and defined in the crevices of your eyes, like the outside cornes and underneath the eyes.

Baggy eyes are puffy underneath and dark circles are exactly what their name claims to be dark circles under the eye.

Baggy is puffy underneath - dark circles is discolored or darker than your skin complexion underneath..no not the same
