As far as the Fed' is concenred, anyone can use one legally, the problem comes as to what and where they're using it on.
It's legal for a 4-year-old to fire a BB gun, it's illegal for them to shoot the neighbor's cat.
Age limit, if there is one, will vary per state and possibly even by city, town or county.
