Honestly, New York is not the place to go if you can't spend too much! Everything is expensive.

Try and combine some things.
Go up Empire State Building in late afternoon to see city at daylight and dusk.
Same with Staten Island Ferry which has good view of city from water,(which is free for foot passengers).
Use normal bus service for view of city cheaply.
Walk around Central Park (normally good on Sundays).
Walk across Brooklyn Bridge.
Visit attractions in the same area at the same time. (i.e. Don't visit Brooklyn Bridge when you plan to go the Central Park).
Chinatown.
Visit Central Station.
Much more to do!

There are many things, but mostly in the summer. But Manhattan looks beautiful at Christmas time. If he likes to walk and cold weather doesn't bother him, he could have a great time He'll be visiting from where?
