I was watching Miami CSI one night and I heard the detectives speak in regards to an offshore gambling ring that was going on. They also made the statement that they did not have "jurisdiction" over the crime location but later in the show they made the arrests at that same location without ever explaining further details about the jurisdiction issue. Can anyone help me with this?

The boat, supposedly owned by North Korea, was in international waters and was indeed outside the jurisdiction of CSI Miami.

However, if you recall, in the story plot a child was being held aboard that boat against his will. That is piracy on the high seas and it was the Coast Guard that actually made the entry onto the boat and made the arrests. Among the many reasons for the existence of the Coat Guard is piracy, and by international law they have been empowered with jurisdiction in international waters.

yes. there are a couple legal bodies involved. there are international legal bodies that are involved, but usually the crimes are handled by the local authority if the offense was against the general public

if the crime was against someone who resided in a specific country, that country would order the criminal to be tried in that country

on the water over 12 miles out to see it is the jurisdiction of the contry thaat the ship is registered to. if closer than 12 miles it is the country that holds the international limit

IF IT'S ON ANOTHER COUNTRIES SOIL THEN THAT COUNTRY WILL HAVE JURISDICTION. IF IT IS OUT ON THE SEA THEN IT FALLS UNDER MARITIME LAW. THIS LINK WILL EXPLAIN THAT.
