Depends on what's on it. I'm guessing you are talking about acoustic. You have to get it wet to soften it up and then scrape it off. There is a scraper on the market to which small plastic bags are attached and the material is dropped into, or you can just cover the floor and use a 6- 12" broadknife. If the ceiling has been painted, you will have to scrape and/or wire brush it some first in order to allow water to penetrate. Use a pump-up garden sprayer or a large soft-bristle wash brush to apply water. You may have to apply more than one coat and allow it to soak in for 5- 10 minutes until it scrapes off easily.

What was blown onto the ceiling? I scraped the glitter from my ceiling and painted it...Most of the blown particles will scrape off easily....

/Saw on HGTV (after I hired it done)-- use a good sharp spatula (DIY type) and a water spray bottle-- spray to wet, scrape off. It is still hard work-- but so much better than what I had done.

simply remove all of the sheet rock and take it down to the 2X4's. Then put up new sheet rock, re-mud, prime, texture, prime the texture, then paint.
