How long do you have him outside? Give him several minutes to potty. Does he get overly excited after coming in? As soon as you see him squat, pick him up and carry him out quickly saying no, bad dog all the way. Praise him when he goes outside and maybe even give him a small treat. That way he will equate outside potty with good and inside potty with bad.

Perhaps you're not taking him out long enough. After he goes, walk him some more and then stop again. Wait on him. Always praise him after he relieves himself.
