This is a great question,
unfortunately this is not the forum to provide a satisfying answer.
Basically Though God is allowing it to happen he is not causing it.
Satan, brought up the accusation that Man can live without God.
Well to prove who is right Satan or God, God has stepped back to allow Satan time to prove he is correct.
Though man is suffering because of this, Jehovah has promised to undo all the harm Satan has caused.
Just as a parent will allow a child to under go a painful operation so that the future life of their child will be better, Jehovah is allowing the pain and suffering to continue for a little while.
In Jehovah's time table, 1 day = 1000 years
Satan challenged Jehovah, 6 days ago.
Jesus came 2 days ago,
In the near future (seconds or minutes) Jehovah is going to step in and fix the earth and man.

This is a complicated question with many answers with great detail, it depends on who the child is, the level of maturity and understanding.
Speak from your heart and out of love, leave condemnation aside and allow your child to love God anyway, eventhough we don't understand it, only God knows the timing and the way someone is to make a transition from this earth and into heaven.
Death seems final, but it can be likened to a caterpillar in a coccoon. The caterpillar endures intense pain and actual physical changes inside it's body and out, and when the time is ready , it emerges as something knew and beautiful.
In heaven our bodies will be flawless and there will be no hurt or pain in heaven and that is the place where we won't remember the hurt and the pain, just like the butterfly, the caterpillar that once was, doesn't remember the pain, it just looks at what it has become.
God has His reasons for why our time is so short on this earth and perhaps it is to spare us of the hurt that he sees that is yet to come. Perhaps its a way for Him to protect us of ourselves and a way we can keep our faith. No one has the answers and your child will appreciate your honesty but also appreciate the hypatheticals as well.

HazelEyes, what you said was totaly stupid. You are a complete idiot....what kind of disturbed god, would harm a child because the parents didnt confess their sins? What logic is into that? and dont give me the "he works in mysterious ways" bull$hit....
What if your parents are Muslims or atheists and you become a Christian? Do you pay for them? What a load of crap? Where the hell do you live? In which century? You are sick to the head...
What I would say to the child would be: Listen there is no god, and lets both pray that there is no god for sure, because otherwise he is a twisted, sadist, cruel, psychopath god playing with us as if we were his lab rats. And if he is coming soon as many of the fairy tale believers claim, I have a word or two to tell him, for letting us suffer and see children die and in pain, instead of falling down to my knees. I want a god who loves and helps...not a monster.

How about they tell him the cold hard truth,like the fact that either God doesn't exist at all or he's a sadist of the highest order. Of course there's also the third option,he just doesn't care,another deadbeat dad,just the universes most powerful absentee landlord.

Of course, the 3 Abrahamic religons are fairy tales. If God was perfect, then God would never engage in divine intervention (miracles). God is more of a clockmaker...see Deism.

I would say to him: Honey, don't be afraid. Jesus is waiting for you with open arms to hug you and kiss you and to take you to heaven to live with Him, and your guardian angel is watching over you to help you not hurt so much. Hold on to him, you will see. I will come to heaven some day so I can be with you again, I promise. I love you so very very much.

I think to answer this question is something that comes from the heart from each individual. There is no one answer. Talk to a hospice clergy person. They are trained in this type of sad situation. I was a hospice nurse's assistant and believe me, the hospice groups are wonderful and will guide you and your whole family. God bless.
