As far as I understand, value engineering is about reducing the cost of a product, without compromising its quality and functionality. Successful value engineering can avoid that a product is being outsourced for cost cutting reasons. Therefore, manufacturing stays "at home", thus enabling export of the product, and reducing trade deficit.
