I was told that North Korea can use their plutonium not in
a nuclear bomb, but to "spray" it in water resources in USA
(major cities) and kill this way more than a million people!
Is it true or not. Please answer only if you know about plutonium.

Not plutonium metal, but plutonium chloride or hydroxide. (They are water soluble -- the metal itself isn't; in fact, the operators of atomic piles sink used plutonium rods in pools of water to cut down on the danger from their radiation.) This stuff is not only lethally radioactive but chemically poisonous -- it would be like dumping cyanide into our water resources. Happily (for special values of "happy") people and animals would start to die right away, and that should warn us in time to prevent a disaster.

It would have to be a lot of plutonium. However they can use it to make a bomb. we use enriched uranium, but plutonium is a very good substitute.

It would poison the water. But it would be better used in a dirty bomb. Wider dispersal and would leave the area uninhabitable and economically devastated.
