It's from the extra starches contained in the pasta.

Contrary to popular belief, adding a little oil to the water does NOT keep the pasta from sticking, BUT what it will do is keep the foam from boiling over by disturbing the surface tension of the bubbles.

Its from the starch, if you think its gonna over boil on ya. clean a few marbles VERY GOOD and place them in the pan before you put in the pasta. that will stop it from trying boiling over.

It's bits of the pasta congealing on the top - a sort of fine dust they let off from being bashed around in the bag.

I usually add a bit of olive oil when cooking pasta. Stops that and also stops is sticking together

it's the starch in the pasta does the same with rice and potatoes.
to stop it form overflowing put a wooden spoon across your pot!

dont worry about them..thats the excess starch or from the salt..Not really sure
