Show pictures of course. Depict crimes with red circles and bar over the pictures, also other pictures of the consequences. Reading is not that necessary if sufficient pictures are available.

Illiteracy may be described as [a] not being able to read or write .but [b]also a lack of understanding ,or [c]all of the above .
Persons in group [a]are very often intelligent people, and seminars & lectures via the eletronic media and face to face contact would go a long way to make them encourant with the laws.Group [b]would need more effort: The ability to recognize words and form letters technically is'reading and writing',but without the understanding ,this group is worse off than [a].
Therefore for groups b&c I would recommend the actual enactment of the laws on a daily basis i.e.playing things out in real life.Also the use of skits & stage productions, with those target groups in mind,will produce good results.The maxim here is 'People live what they learn'.
Of course the Gov't is already catering for persons below those capacity levels .

People cannot understand laws if they are illiterate. But illiteracy is not a valid excuse for breaking the law. In this day and age, in the Western world, there is no excuse for illiteracy; it is almost TOO easy to get an education.

If they are illiterate, they can't really understand the laws fully, unless someone who is literate reads it to them.

Ignorance of the law is not a viable defense in court. The only exception may be if you are declared insane and then the court will take that into consideration as far as sentencing goes.
