Why do you want to convert a WMF into a MPEG. You can do that with windows movie maker (with XP SP2).
If you meant WMV try WinAVI Video Converter. It is a brill program (around $25 USD, but worth it. Also has a iPod version)

Can't convert wmf (windows metafile-a graphics format) to mpeg. If your wanting to convert wmv to mpg, then try Blaze Media Pro. You can download the free trial by clicking this url: http://www.snapfiles.com/get/blazemedia.html

You might want to try The GIMP, or Gnu Image processing Program. It's free, just search for GIMP.
It's not the easiest program to learn, but it's incredibly powerful. You may have to download an additional file before running the Gimp, which handles some environmental things. You'll be notified of that during the install.
