bigdaddysur is right... if you want good performance the easiest and cheapest thing to do would be to trade for a truck that has more power and is easier to modify.
I have a 99 suburban that runs circles around my girlfriends F150 supercrew... Nothing we have done to the Ford has made a difference. We changed the headers on the Suburban and now the thing is insane. (hits the 100mph Governor before it even hits the highway - Still gets 18mpg) The thing also does smokey burnouts with no effort what so ever. :-D
The ford is a good truck... but the 5.4 is not a good motor to modify. There is MUCH more available for the 4.6
If your looking for TRUE towing power... The DURAMAX is the ONLY way to go.
If your looking for balls to the walls acceleration, the Dodge RAM SRT/10 is your only choice.
If your looking for great power and every day use... the SILVERADO with the VORTEC MAX is your BEST Choice.
If you on a budget... the 96-98 Silverado with the VORTEC 5.7 is the best choice.

you never said what the 5.4 was hooked up to in the rear, 4.10 rears only get 14mpg at max unless the rear axle carries a heavy load all the time 3.53 or 3.55 rears are great for highway acceleration, and boulevard cruising but sux greatly climbing hills or pulling a load, do you use the od button on the stalk? remember that a big block of any kind is gonna burn gas, thats a trade off for performance, or you could try a yugo on a push bar.

you might not be able to do much if your state requires emmisions inspections. If they do a visual check and you've changed stuff, you might fail the inspection right there. Some things might turn the check engine light on which will also fail emission inspection.
Best thing you can do is upgrade your exhaust system. You'll get better gas mileage on long trips.

Try a set of headers. Is this unit injected ? If not try a bigger intake manifold and maybe even 2 4 bbl carbs, tuned by an expert shop.

dodge ram! Ford also offers a V10 engine...you ask cheap power...you already have that..you want real power get the dodge hemi diesel or the chevy diesel..that's power.
