You need to call your internet provider and tell them..or ask if their mail service is down

I do not believe this to be a POP3 or SMTP problem. If it was, I would think the error would be different.
I would first find the Norton icon next to the time on the bottom taskbar. Right-click it and disable it. Try sending your e-mail again and see what error message you get. This will help to narrow down the problem. If the email gets sent successfully, it will most likely be a configuration in Norton (Symantec). If it still fails, you should get a windows error.
Oh, don't forget to ENABLE Norton again.

First of all click the accounts and see whether you have mentioned pop3 incoming mail server and smtp out going server.Or you have not configured your outlook express 6 as your default mail client.Go to www.microsoft.com web site and update your Internet explorer as well as Outlook express.Symentac don't say like that..symantech only scan the email contents whether is has any viruses.

Disable norton email outgoing scanning. If you do have a virus that norton cant find then there is no point in scanning your outgoing emails. Try using a different security program like nod32 or trendmicro.

I agree, this sounds like a blessed Norton problem. I suggest you get rid of Norton and replace it with the free AVG and Zonealarm.

Outlook is prone to virus attack.
why not disable it and use Yahoo! Mail?

Did you check your outgoing mail setup such as SMTP ... ?
For ex: mail.btinternet.com ....
