Of course, the 2 driver transistors and the regulated power supply are outside the scope of your question but are included here for completeness.
On the bottom of that page are formulae to calculate the capacitor and resistor values. I would use a 1000µF and a 1kΩ trim potentiometer, in series with a 220Ω fixed resistor, for testing the math on arriving to 1Hz.

you need a capacitor and a regulable resistance.

connect one out to the capacitor the end of the capavitor to the (in serie) the resistor.
the end of the reistor to the IN of the port.
