Nope, it is a statement of fact, but one that can lead to a commitment, but you are jumping a few steps if you make the connection immediate.

Depends on when you say it. If you are in an aspiring relationship, saying I love you would be a progression from I like you alot. Therefore it could be taken to mean a further commitment to that person. Most people remember when their mate first siad that to them(if they're still together). So I would warn, unless you really mean it, be careful when saying or hearing it for the first time!

Saying I love you is expression of your feelings, but it also depends who you are saying it to. I tell my friends I love them, but I do not commit myself to them. But if it were to a person in a dating sense, which I believe is the case here, I would take it as some form of commitment if I were that other person. If you are in love with that person why would you want to date other people anyway?

sure,, but you can tell a friend you love them and then be committed to that friendship, or a person you are dating then you are committed to that relationship,

best not to say it if you are not ready to commit

No. You've already made the emotional commitment already if you feel strongly enough to say that.

Unless you are just saying the words "i love you" without feeling them in your heart?

The word has been throw around loosely. It almost loses it sense of meaning but. I think still a word that bring you to the next level of the relationship.

No! It only means "I love you." It doesn't mean that you are committed to each other for life.
