Cheap solution for barking: get the dog interested in something else. Give him a bone or toy to chew on, have him do a down/stay, or do a few minutes of obedience with him. This should work for barking due to boredom, demand barking, or alarm barking.
Cheap solution for biting: assuming this is aggressive biting, consult your local animal shelter to see if they have a behavior department. They will usually offer advice for a nominal fee. If not, there is not cheap solution (except getting rid of the dog as another poster said). Aggression requires expertise to solve, and expertise usually costs money.

sprits them with water. it worked for my boyfrieds pits. and it work to train my cats not to scratch the coutches.
