Actually, morals and values, right and wrong are set in place in order to live in large civilizations and prosper. Before the Golden Age of the Greeks most ppl lived in small communities of about 30, but as knowledge and architecture took root communities started to grow into large cities of 100's of ppl. It was culture shock b/c this sort of sprang up over night. So the leaders of these civilizations had to come up rules in order for thier countries and large cities to thrive and prosper.
As time went on, as most things do, these rules became rituals. Also, especially during the BC and early AD periods ppl were very superstitious and religious. So the politicians and leaders thought it was easier of a transition if they made these "society rules" into religious rules from their God's. Ppl were more inclined to adhere to the new rules and incorporate them into you their everyday lives if it came from higher powers with life, death or eternal damnation set as consequences if the rules were not followed.
The 10 commandments and seven deadly sins are just guidelines to help large groups of ppl live together in relative harmony.

When some say "10 commandments" they are thinking generically. The same places where the 10 commandments are spelled out are among a bunch of other rules and regulations. Not all comes from the Law of Moses for that matter, various prophets gave some directions here and there, much for specific situations, but usually as a teachable, hence learnable, pattern for application elsewhere. If you read the beginnings of Isaiah, Jeremiah, and Ezekiel, God grabbed those folks for service as a prophet to tell people what God wanted of them, but it was usually clear that while they were telling what God wanted, God already knew that the people would not be receptive of what was told. The prophets didn't force people to do things, but told them while fully understanding that most of the message would be ignored.
I suppose we still are like that, don't you?

Your question is somewhat correct with the answer right inside of it. HE did not tell messengers to "make sure" everybody doesn't do this, or this..., or this.... HE told the messenger to "warn" everyone not to do this, or this..., or this... You now have the choice to either take heed or not. This does not just apply to the the people of the bible, but mostly all religions.
