When water comes from your water company, they have to put chlorine and other things in it to keep bacteria and mold to a minimum while traveling to your house.

When it sits out for 6 hours or so the chlorine gas comes out of solution. There could be other stuff, but that's usually what it is. I read that years ago and always leave out water for 6 hrs before drinking it.

The chlorine won't kill you, but I like to minimize my consumption.

The water gradually settles, and can't support so much dissolved oxygen. This comes out of solution and forms bubbles on the sides of the glass.
