For me a small beer with lunch okay, on occassion.
After work cocktail or wine with dinner very often.
After dinner rarely.
Holidays and vacation anything goes.

Any time is fine, but, depending on your job probably not a good idea to drink before you are going to work, though in some circumstances a drink with lunch is ok. At my former company, frequently we would have an afternoon snack and sometimes we would have sake or beer.

This might be different from what you are asking, but your taste buds may be at their peak at a time of day other than evening. If this is so, you might find that wine tasting is more effective, say, in the morning (though of course you could spit if you were concerned about getting buzzed.)

Time and place are relative. I work and travel internationally onboard a ship, currently off of Russia. When I get off of it after a 5 week trip, be it 7 am or 5 pm, that first beer at the airport tastes good.

It all depends on who are with and what is going on later. I don't think that there is anything wrong with having a beer at lunch. Then again, its all up to your personal desires.
