Everybody is allowed! Heck, we even taught terrorists how to crash our planes into our own buildings and kill our own citizens! No reason we'd turn downa Filipino.

What race do we allow to study? I don't know about that, but if you want to be an international student, just apply. Most universities welcome international students; as far as Filipino's, that is a very welcome population in this country.
