When I was a kid I had a male pom that di that too! it was very wierd and funny. NOthing was wrong with him, it was just some kind of odd quirk with him.
I agree that if this is new behaviour, have him checked out by vet.

If this is new behavior you need to go to a vet RIGHT NOW!!!
It's an emergency! It could be an infection, poisoning, or something else wrong in his brain.
If this is normal behavior for him and he's always done it, then he might have a birth defect in his brain or a funny quirk.
Bored dogs will circle like that. In that case you can train him out of it if you want.
