Phlogiston is a non-real substance that it used to be thought was produced by burning. If phlogiston was present, a fire would be burnt out - it was decided that phlogiston existed when people would place a jar over a fire and the fire would burn out. Thus, the phlogiston must have extinguished the flame.
So, phlogisticated air is air that will extinguish a flame, because it contains enough phlogiston to kill the fire.
When oxygen was first discovered, it was called "dephlogisticated air."
At any rate, we know now that phlogiston doesn't exist, and it's actually lack of oxygen that kills flames, not buildup of other substances.

Air with the oxygen taken out - i.e. used or spent air.
Joseph Priestley discovered that animals held in an enclosed space would suffocate. He attributed this to the excretion of "phlogisticate" that then poisoned them. He later discovered that the oxygen could be separated from the air - which he called "de-phlogisticated air" - and it had interesting, life-giving properties.
In some countries Joseph Priestley is hailed as the discoverer of oxygen - but not universally...

Those who were fully dedicated to the Lord will go to the third heaven. We have to get to the air first before going to the 3rd heaven though. Have you read the book by Choo? or Nam Choo? She was in the 3rd heaven a lot in the book.
