Yes, and it is included in Windows for free.
Start > All programs > Accessories > System Tools > Charmap
Click on it and it will show you all the extra symbols in any font that you can not type because there is no key for them on the keyboard. You can select and copy them into a document as needed. If you hover over a symbol, it will popup with a multi-key code you can type in to use that symbol if you prefer.

Almost any Office suite will let you insert these characters.

If you want a free one, then try OpenOffice.org. Or you can try AbiWord, it is a much smaller wordprocessor, and the latest version supports the Open Document Format.
To do this in Abiword, choose Insert>Symbol
or press Ctrl+M

Nero can copy everything so it seems like its legal for programs.
