It works just fine on the rear rack. If using fork racks, I find It's best to balance the load.

I suppose it depends what you put in it. If it is heavy, then maybe a little, although you probably won't notice. Put it as central as you can on the bike (preferably behind you) and if you can't, place it as low as possible.
