No........his libido would be naturally diminished. I was the biggest sex freak, with the highest libido around but after a couple of years of enforced celibacy (due to dealing with pregnancy and a baby)...you get to the point that its easier and less hassle to masturbate....and that gets boring too...so the levels of interest in that drops off.....from 5 times a day to a couple of times a week.
If you dont use it...you lose it. I dont know if it comes back that strongly...depends on who you meet I guess....the impact of chemistry, access and involvement. If your brain learns to STOP fantasizing because its been pointless for so long...it takes a big shift for one to get motivated and "normal" again.
