yes, God created everything. But, divorce was not a part of His making. He created us to love one another. Divorce is actually a sin if not done for the right reasons. if you married someone and then later on you both realize you don't really love that person in that way anymore, God wouldn't expect you to stay with them.

God brought man together in marriage.
Matthew 19:6 Wherefore they are no more twain, but one flesh. What therefore God hath joined together, let not man put asunder.
God allowed divorce only because of adultery.
Jeremiah 3:8 And I saw, when for all the causes whereby backsliding Israel committed adultery I had put her away, and given her a bill of divorce; yet her treacherous sister Judah feared not, but went and played the harlot also.
So you can say that the devil through the comitting of sin created divorcemtent. not God.
But because of a married couple having fallen out of love for each other and considered to have hardened hearts towards one another this scripture applies.
Matthew 19:7 They say unto him, Why did Moses then command to give a writing of divorcement, and to put her away?
8 He saith unto them, Moses because of the hardness of your hearts suffered you to put away your wives: but from the beginning it was not so.
9 And I say unto you, Whosoever shall put away his wife, except it be for fornication, and shall marry another, committeth adultery: and whoso marrieth her which is put away doth commit adultery.
So if you divorce just because you just dont love that person anymore,( irreconsiable differences) you remarry, then you and who you marry after that becomes an adulterer in the eyes of God. The only one who can remarry is the one who was sinned against by their spouce who was the adulterer.
This world is one great big mess today. thanks to irreconsilable differences) man's laws not God's.

All the things that you list are the result (consequences) of sin in the world.
Isaiah 45:7 I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.
The Hebrew word for "evil" in this verse is "ra`", which means unpleasant or distateful, which is what the consequences of sin always are.
